Bush Report Grades on a Curve

The new report Bush made to Congress a few days ago, on "progress" in Iraq along with the 18 by-now infamous benchmarks, has been cooked Enron-style, in that although only 8 of the 18 benchmarks are rated "satisfactory", according to this article, these grades are on a very steep curve. For example, Iraq's political leadership making a decision to delay a decision is graded "satisfactory" progress. This report appears to be geared towards appeasing fence-sitters in Congress, rather than giving a real sense of progress (or lack thereof) in Iraq.
